INVITATION FOR BID

The CITY OF MARIETTA/BOARD OF LIGHTS AND WATER
will receive sealed bids for the following:

PUBLIC WORKS BUILDING, PHASE 2 ADDITIONS AND RENOVATIONS

RFB-20-44401

Sealed bids shall be received by the Purchasing Division, City Hall, 1st Floor, 205 Lawrence St., Marietta, GA  30060 for the “PUBLIC WORKS BUILDING, PHASE 2 ADDITIONS AND RENOVATIONS” project until:

Thursday, December 12, 2019, 11:00 A.M., Local Time

Bids will be publicly opened and read aloud at this time and location. Bids received after said time and date will not be considered by Owner and will be returned unopened.

The approximate extent and character of the Work is generally described as follows:

In effort to complete the modernization of this critical Public Works facility, Phase 2 will feature an 8-bay small vehicle garage addition at the rear of the building which totals to 4,761 sf of new space. The owner has elected to pursue the larger version of this garage described as Add Alternate on the drawings. It is a pre-engineered metal building structure to match existing construction.

Upgrades to existing fleet garage and support space are proposed as shown on the construction documents dated 12/14/18. The renovations total to 9,206 sf and include removal of old finishes and features and modernization of all finishes, lighting, mechanical systems and automotive equipment as described in the drawings. Infill of existing mechanic’s pit and installation of a heavy duty lift for fire truck and other large vehicle repair is included in the scope. Leveling of garage floors and installation of new epoxy flooring in work bays is included in the scope.

Support spaces include a locker room, training/break room, NAPA parts space and counter and a radio shop. Sealing of these spaces shall be included to prevent transmission of vehicle fumes into the spaces from the garage spaces. A vehicle exhaust system and overhead safety railing system is included in the scope.

Sitework includes re-work of utilities, pavement, drainage and water quality features as described in the construction documents.

Bidders shall inform themselves concerning Georgia Laws and comply with same. NOTE: The Contractors Affidavit for Electronic Verification of Work Authorization Programs form (E-Verify) shall be executed and submitted as part of the bid package. Contractor’s Bid will be considered non-responsive without conformance to E-Verify requirements.

A Mandatory pre-bid conference will be held for this project on Wednesday, November 20, 2019 at 10AM at the City of Marietta Public Works Building at 725 North Marietta Parkway, Marietta, GA  30060.

The time allowed for Substantial Completion from the date of Notice to Proceed is 180 consecutive calendar days. The project has a maximum time for total completion which shall not exceed 240 consecutive calendar days from the starting date specified in the Notice to Proceed.

Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the Contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.

Surety and insurance companies must be listed in the Federal Registry of Insurance Companies Circular 570, holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.

All Bids will remain subject to acceptance for 60 days after the day of the Bid Opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.

Each bid must be submitted in a SEALED ENVELOPE, addressed to the Owner.  Each sealed envelope containing a Bid must be plainly marked on the outside as, “PUBLIC WORKS BUILDING, PHASE 2 ADDITIONS AND RENOVATIONS”. If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the Purchasing Agent at the address previously given.

The Owner reserves the right to reject any or all Bids, to waive formalities, and to re-advertise.

Bidding Documents are available for review and purchase by prospective Bidders.
