This would be a storm drain-related issue, which would be addressed by the city's Public Works Department at 770-794-8110. Marietta Water is responsible for water distribution and sanitary sewer collections, but not storm water.Power & Water - Water & Wastewater
-
In most cases the answer is no. Marietta Water's distribution system is divided into three separate pressure zones because of changes in elevations. The pressure that is supplied to us by our suppliers pressurizes the majority of our distribution system. The other two pressure zones are known as Redwood high-service area and Sugar Hill high-service area. That does not mean that the pressure is higher or greater in these areas. It means that these areas are too high in elevation to be supplied by the pressure that comes from our suppliers, and it has to be boosted through the use of elevated water tanks.Power & Water - Water & Wastewater
We take water from lower elevations within the distribution system and pump it to an elevated water storage tank at a higher elevation within one of these high-service areas. From there, gravity takes over and increases the pressure in the distribution system. In order to increase your water pressure, the water storage tanks would have to be raised to a higher elevation. Areas not within the high-service areas should not have a pressure problem. If you are experiencing a pressure problem, Marietta Water can check the pressure at the water meter located at or near the property line in most cases. A private plumber will need to be contacted by the property owner to address any problems beyond the meter on the customer's system. -
Nearly all service line blockages result from either material entering the sewer from the building or root intrusion from trees and shrubbery located in the vicinity of the service line on private property. It is the property owner's responsibility to remove the blockage even if the blockage is located within a road right-of-way or within a sewer easement.Power & Water - Water & Wastewater
The Water and Sewer Department will help remove a blockage within a public road right-of-way or within a BLW easement if the property owner has hired a licensed plumber or contractor and they are unable to restore service. The plumber or contractor may call the Water and Sewer Department at 770-794-5230 to request assistance, however, the Water and Sewer Department will only remove the blockage. The plumber or contractor will be responsible for restoring the service line and/or property. The plumber or contractor must have the service line exposed and personnel available when the Water and Sewer Department personnel arrive at the site.
Occasionally, blockages in service lines are caused by pipe failure. If pipe failure is the suspected cause of the service line blockage and is located within the public road right-of-way or within a BLW easement, the Water and Sewer Department will repair the line within those areas.

Finance - Solicitations
4-
Finance - Solicitations
Yes. The city primarily uses two types of solicitations to award contracts. The most common solicitation is the request for bid (RFB), also known as a "sealed bid." This solicitation is used when the city knows what goods or services are needed, and want to receive the best price. Vendors are asked to submit their best bid in a sealed envelope at a specified date and time and are open to the public. For more information, please call the Purchasing Division at 770-794-5699 or send email to: purchasing@mariettaga.gov

The city Purchasing regulations specifically address the protest procedures and time limits for filing a formal protest. The protest must be submitted to the assigned buyer within five working days of the notice of award. For more information, please call the Purchasing Division at 770-794-5699 or send email to: purchasing@mariettaga.gov
-
Finance - Solicitations
Yes. The statement means that the city plans to award the contract to the lowest bidder. However, the lowest bidder has to submit a responsive bid and be determined to be a responsible contractor. A responsive bid means your quoted price must be considered reasonable and must meet the requirements of the solicitation. A price that is unreasonably low could be determined to be non-responsive, as well as failure to submit the required bonds or samples or even non-participation at a MANDATORY PRE-CONFERENCE requirement. - Submitting photocopies instead of originals.
- Not participating the solicitation's MANDATORY PRE-CONFERENCE meeting

Only one person need apply if more than one name appears on the deed. The exemptions are automatically renewed each year unless there is a change in ownership, you no longer meet the eligibility requirements, or you are requested to refile by the City. For all exemptions except the veteran’s exemption, the property must be in the name of the applicant and filed by the deadline. (Applications postmarked by the due date are accepted.) You will receive your tax bill from the City of Marietta Tax Division in August (if you filed a tax return with the County). The taxes are payable at that time and become delinquent 60 days from the date bills are mailed, October 31. State Law requires that general property tax returns be filed between January 1 and April 1 in the first year of ownership. For example, if you purchase property in June, the return should be filed the next year. You, the taxpayer, are responsible for making returns with the Cobb County Tax Assessor’s Office. Your lawyer does not file your tax return. The taxpayer is responsible for providing the Cobb County Tax Assessor’s Office with a copy of the warranty deed for the property and with the mailing address of the property owner, if different from the property address. Also, anytime you have a change of address, you should notify the Cobb County Tax Assessor’s Office in writing. For more information, please call the Tax Manager at 770-794-5680.Tax Division

Housing & Community Development
23-
At least 51% of the beneficiaries of the activity must be low-to-moderate income persons as defined by income limit guidelines provided each year by the U.S. Department of Housing and Urban Development (HUD). HUD also stipulates the following population groups are automatically deemed eligible: abused children, elderly persons (62 years of age or older), battered spouses, homeless persons, severely disabled persons (as defined by the U.S. Census Bureau), illiterate adults, persons living with AIDS, and migrant farm workers.Housing & Community Development
-
It would be reasonable to anticipate imminent changes in family composition.Housing & Community Development
-
Based upon the household composition, total household income, existing mortgages, and the repair needs, a family may qualify for a grant of up to $72,999 total. Made up of grants and loans. $12,000; a 5-year forgivable loan up to $25,000 to abate lead and asbestos hazardous conditions; and up to $35,999 in a non-payable, no interest minor rehabilitation loan.Housing & Community Development
-
A family’s total amount of all liens cannot exceed 95% of the assessed value of the home. This includes any current outstanding mortgages. CDBG liens do not have to be paid as long as the eligible homeowner remains in the home. The lien will be due and payable if the home changes ownership.Housing & Community Development
-
The head of household, spouse, other members over 18, count-wages, pensions, SSA-VA-Unemployment-Workers’ Comp benefits, child support, alimony; children receiving Benefits (SSA, VA). Working children younger than 18-count only $480 per year.Housing & Community Development
-
Depending on the age of the home, the family may have to vacate the premises for hazardous conditions (lead and asbestos) to be abated; and if the degree of work to be done makes the home unlivable for a period of time, the family will have to vacate. The CDBG Program provides the family 2 options for temporary housing: relocate to a private residence and receive a daily stipend; or relocate to an extended-stay facility at a daily rate subsidized by the City. Does CDBG require a lead safe clearance test for homeowner rehab programs under $5,000? Our understanding is that clearance is not required if the disturbance of the paint surface is de minimis. Clearance is not required when painted surface areas are below HUD's de minimis threshold (only). When clearance is required, HUD's Lead Safe Housing Rule (LSHR) requires a clearance examination be done by an independent party instead of the certified renovator's cleaning verification procedure.Housing & Community Development
-
Homes built prior to 1978 must be tested for the presence of lead and asbestos. The presence of either hazard must be abated before federal funds may be used to rehabilitate the home.Housing & Community Development
-
There are no specific guidelines or maximum amounts for the cost of appliances included in housing rehabilitation. The cost of appliances, as with all federal grant program costs, must meet the test of reasonableness. In addition to energy efficiency standards, such as requiring Energy Star compliance, the specifications often refer to an appliance model, or equivalent, that is appropriate and typical for similar housing in the area. For appliances in modest housing typically occupied by a low- and moderate-income household, this would mean that higher end appliances with additional features would exceed the reasonable cost for CDBG assistance.Housing & Community Development
-
CDBG funds can be used in minor home repair and/or specialty repair programs including using CDBG funds for the acquisition of appliances that are required as part of the rehabilitation. CDBG has no minimum investment requirement and no requirement that units meet code upon completion, although this is sometimes required by grantees.Housing & Community Development
-
CDBG funds may be used more than once to rehabilitate the same housing structure if the total liens do not exceed 95% of the appraised value, and the home deficiency creates a serious or hazardous situation for the homeowner. Only one grant may be received by the homeowner.Housing & Community Development
-
The CDBG regulations allow the rehabilitation of owner-occupied mobile homes if they are considered part of the community's permanent housing stock. Homeowner must own the land on which the home is grounded.Housing & Community Development
-
If the household is eligible according to federal guidelines and the violations can be addressed through minor rehabilitation.Housing & Community Development
-
The City of Marietta prefers to assist homeowners who have lived in their homes at least 3 years and have deferred maintenance problems which could affect the health and safety of the occupants. Assistance is offered on a first come-first served basis; however, the elderly and disabled are considered first if a waiting list is in effect.Housing & Community Development
-
The City of Marietta CDBG Program Office conducts a competitive application process at the first of the year for all interested non-profits. A Public Notice is published in the Marietta Daily Journal to announce the start of the process. Applications can be downloaded from the CDBG Program Office website with a deadline in April. A committee will review and score each application based on certain criteria. Those applications rating highly will be considered for funding, and the committee will make preliminary recommendations based on these scores. City of Marietta Mayor and City Council will make the final selections for funding and all entities selected for funding will be notified in writing.Housing & Community Development
-
The basic types of eligible CDBG project categories include housing, public facilities, public services, and economic development. Each of these overall categories has subcategories of activities, which can be addressed in greater detail by contacting the local CDBG Program Office at 770-794-5437.Housing & Community Development
-
Subrecipients are required to follow record keeping guidelines as stipulated in the Subrecipient Agreement signed upon approval of funds. Based on the type of funding received (CDBG, HOME, ADDI, or ESG), each subrecipient must maintain client files that include demographic information for each client and documentation of income verification and/or documentation of homelessness/sudden loss of income. Please contact a CDBG representative for greater detail on record keeping guidelines.Housing & Community Development
-
Marietta utilizes the reimbursement method for all CDBG activities. In other words, the organization will expend funds from their general operating fund and then seek reimbursement. For this to occur, the organization must submit proper supporting documentation to get reimbursed for all qualified expenses incurred.Housing & Community Development
-
Yes, HUD regulations require that the performance of each subrecipient receiving CDBG funds must be reviewed at least annually to ensure compliance with applicable program requirements. Subrecipients that are new to the CDBG program, have experienced turnover in key staff positions, had previous compliance or performance problems, carry out high-risk activities and undertake multiple CDBG activities for the first time will be considered high-risk subrecipients and might require comprehensive monitoring throughout the program year.Housing & Community Development
-
The grant year for the CDBG Program runs from January 1 through December 31. Typically, HUD will release funds during the first quarter of each program year.Housing & Community Development
-
The CDBG Program Office is located at: 268 Lawrence Street Suite 200 Marietta, GA 30060 To speak with a CDBG staff person, call 770-794-5437.Housing & Community Development

Subrecipients are required to submit monthly reports each year until all CDBG funds are fully expended plus an additional five years unless CDBG funds have been used to purchase real property. Example One: CDBG Funds as Operating Costs Agency XYZ receives funds in 2007 for operating costs for their tutoring program for low-to-moderate income school children. XYZ will submit monthly reports and is reimbursed for incurred operating expenses. Reporting requirements for XYZ would expire in 2012. Example Two: CDBG Funds to Purchase Real Property Agency ABC receives CDBG funds to purchase a building that will function as a homeless shelter. ABC is required to submit monthly reports for as long as Cobb County receives CDBG funding plus five years after the last allotment is granted to the County. Owners of real property purchased with CDBG funds may sell or transfer ownership of property to another entity; however, sale or transfer may discontinue the eligible activity. With the sale of real property purchased with CDBG funds, the County requires repayment of fair market value less depreciation.Housing & Community Development
-
No. Marietta utilizes the reimbursement method for all financial transactions that are processed for the CDBG Program. We do our best to process your reimbursement requests as expeditiously as possible.Housing & Community Development
-
Cobb County CDBG provides HOME Program funds to three local organizations that make grants or loans available to low and moderate-income homebuyers. Each of these organizations uses a different set of criteria for determining eligibility and each structures its down-payment assistance program differently. Water Quality
10-
All the drains, traps and pipes that carry wastewater out of your house require maintenance, just like your furnace requires service and your car requires oil changes. When water goes down the drain-whether it is in the bathroom, kitchen, or laundry-it first passes through the S-shaped pipe under the sink called the "P-trap" (why it's called a P-trap when it's shaped like an S is a mystery). The downward facing loop in the P-trap contains a small amount of water to prevent odors backing up into your drains. The pipe then runs to the main waste line out of the house.Water Quality
As long as things are running smoothly there will be no problems or odors. -
Buildup... Greasy, soapy, oily buildup.Water Quality
-
Bathing, laundry and dishwashing all cause buildup. Using a garbage disposal especially contributes to buildup. If you participate in any of these activities (as we all do every day), chances are you have buildup happening right now in your drains and pipes. Buildup will slow the water flow and eventually block the line, causing backup and requiring servicing. It will also be a breeding ground for odors and disease-causing germs.Water Quality
Also, if a sink has not been used for a while the p-trap can become dry because of evaporation allowing odors to get back up the drain. Running water down sinks periodically keeps the P-trap and water barrier full. -
There are numerous bacteria, fungi and other organisms in the environment that find their way onto bathroom and kitchen fixtures. Most are not pathogenic (disease causing). They are found in soil, food and on animals, and they may become airborne. Some thrive on moisture and need little else to grow. They may be noticed at the water line in toilet bowls or toilet tanks, on faucets, in sinks or on shower tiles. They sometimes appear jellylike and are gray, black or even pink in color. The pink colored one is interesting and often gets the attention of the customer. This is the bacteria serratia marcescens and is from the environment not the water supply.Water Quality
Room or whole-house humidifiers can be the source of airborne bacteria. Regular cleaning, periodic disinfection with household bleach or cleaner and adequate ventilation are necessary to control these organisms. -
Water discoloration is likely a result of rust or iron oxides that comes from the pipes. Some of the Marietta water distribution system is cast iron and ductile iron pipes. When water stands still in public water mains or in a customer's galvanized service line or internal plumbing, it may naturally dissolve the iron. If you have rusty water when you first use it in the morning, the cause is probably from your inside plumbing or service line. If your water suddenly becomes rusty, it may be caused by fire hydrant flushing, construction in the area or fire hydrant use in the area. This is usually temporary and may clear on its own or by having water department personnel flush the line. Water discolored from rust has no health significance. Although it is safe to drink, it is understandable that people will find it aesthetically unappealing.Water Quality
Our flushing program takes care of this problem in a few minutes, but can also create some problems for you, our customer. If you are running water when we are flushing, you could get some dirty water. If this does happen, you should not run your hot water or do any laundry. Turn on and run your cold water until the dirty water clears out of your pipes, then flush your hot water tank, if necessary, by opening the valve at the bottom of the tank. If you are doing laundry, do not dry these clothes. Washing these items again will normally take care of this problem, but if not, you can contact Marietta Water at 770-794-5230 for help.
We would like to apologize for any inconvenience this may cause. Flushing is done to prevent problems and ensure that you have fresh drinking water at all times. -
Often, when you purchase a new dishwasher or washing machine, the manufacturer has recommended settings that depend on the hardness of the water.Water Quality
Water in our service area is moderately soft. It ranges from one to two grains per gallon. -
Cloudy/milky water is usually caused by tiny air bubbles in the water. Take a glass of cold water from the tap and set it on a flat surface. If the water begins to clear from the bottom up within a few minutes, it can be concluded that dissolved air is the cause of the cloudy appearance. The air bubbles are moving to the top of the container to escape into the open atmosphere.Water Quality
-
Our water meets all quality criteria established by the United States Environmental Protection Agency and needs no further treatment. Filters, if used, must be maintained according to manufacturers' instructions to avoid bacterial growth and/or release of contaminants.Water Quality
-
Lead and copper may be found in household plumbing fixtures such as service lines, pipes, solders and fluxes, and brass and bronze fixtures. Lead is found throughout the environment in the air, soil, water and household dust, and in consumer products such as food, lead-based paint, pottery porcelain and pewter. Lead and copper enter drinking water primarily as a result of the corrosion, or wearing away of materials containing these metals. Lead can pose a significant risk to your health if too much of it enters your body. The greatest risk is to small children and pregnant women.Water Quality
-
Flush your pipes before drinking, and only use cold water for drinking, cooking and especially for making baby formula. Hot water from a water heater may contain impurities that should not be ingested. Some of these impurities might be metals from household plumbing that dissolve more rapidly in hot water and are concentrated in the heating process.Water Quality
Anytime the water in a particular faucet has not been used for several hours, "flush" your cold-water pipes by running the water until it becomes as cold as it will get. (This could take as little as five to 30 seconds if there has been recent heavy water use such as showering or toilet flushing. Otherwise, it could take two minutes or longer.) The more time water has been sitting in your home's pipes, the more lead it may contain.
You should also remove and clean the aerators on all of your faucets on a regular basis. This could reduce high lead levels because of lead solder being caught in the screen.

The City of Marietta can perform 'stand-alone' MEP inspections such as water heaters and HVAC changeouts in occupied homes by way of the Cisco Webex cell phone application. It will be the responsibility of the contractor to ensure installers have this capability. When the inspection is needed, contractor will call main number, 770-794-5659, Option 8 to request inspection. Contractor should be ready to provide name, phone number, address, and permit number. An assigned inspector will then video-call the on-site installer to perform inspection.
Note this is a 'same day' inspection – scheduled orally by the permittee or the permittee's agent (installer) and subject to all City of Marietta rules and regulations.
Please see more information regarding our Virtual and Video inspections.
